skillbook npc and kera spawn rate

No more NPC who sell skillbook until further notice. This is to avoid some newcomers who do not read faq and simple explaination at web, which lead their char bugged.

Kera now spawn 4x faster than normal and 4x more (quantity) than normal. However, that is not normal Kera. It is buffed kera, which its level increased to 270 (now give you 18mil of exp at lvl 220).
